fixed territory capture, added missing snipers and support weapons to territory capture, removed unused units from territory capture, didn't add recrewed heavy weapons to territory capture (yet)

fixed terror field modification grenades
fixed volks propaganda tower. add this upgrade to volks: EIRUPG.WM.PROPAGANDA_TOWER_VOLKS
tiger ace pop to 18, acceleration to 2.5
fixed stuart vet 2
removed AOE from magnetic AT nades
removed kill crit from x7 rocket at long range AOE, medium range AOE chance for kill crit changed to 0.5
